Summary: On March 18, 2022, the Perris Union High School District and the California Military Institute Teachers Association (CMITA) entered into a Tentative Agreement for the period of July 1, 2021 through June 30, 2024. The agreement was ratified by the Board of Trustees on April 13, 2022.

For the 2022-23 fiscal year, the agreement included a salary increase of two percent (2%) effective July 1, 2022. However, the agreement also included contingency language stating, “The Charter and CMITA agree to reopen negotiations on compensation and benefits for 2022-2023 if the Department of Finance statutory COLA with any augmentation or deficit as included in the final enacted State Budget is greater than six and one-half percent (6.5%)”. Statutory COLA for 2022-23 is 6.56%, triggering the contingency language for compensation. As a result, on May 25, 2022, the District and the CMITA entered into a Memorandum of Understanding (MOU) that instead provides for a salary increase of six and fifty-six one-hundredths percent (6.56%).

Pursuant to AB1200, a public school employer must disclose the major provisions of any changes to a collective bargaining agreement, including the costs incurred by the employer for the current and subsequent fiscal years. Attached are the required AB 1200 public disclosure documents in accordance with California Government Code Section 3547.5, Education Code Section 42142, and the criteria and standards adopted by the State Board of Education.
Funding: The cost for this item is included in the 2022-23 budget and multi-year projections.
Recommendation: It is recommended that the Board of Trustees approve the Disclosure of Collective Bargaining Agreement (AB1200) for the period of July 1, 2022, through June 30, 2023, with the California Military Institute Teachers Association.
