Summary: On March 31, 2023 the Perris Union High School District (“The District”) issued a formal Notice Inviting Bids for the construction of the previously approved Liberty High School Restroom Project (“The Project”). The Project has been divided into five (5) categories of construction for which bids were received. The project will be constructed using Division of State Architect’s Office (DSA) approved plans and specifications. The bid opening was held on May 18, 2023. After a thorough review and subsequent post bid interviews, the District is recommending the award of contracts for the following categories: CATEGORY NO. / CONTRACTOR / BID AMOUNT Category 03 Concrete - R.C. Construction Services - $434,000; Category 16 Specialties - RVH Constructors, Inc. - $719,000; Category 17 HVAC - ACH Mechanical Contractors, Inc. - $144,000; Category 18 Plumbing - Verne’s Plumbing, Inc. - $246,000; Category 19 Electrical - Budget Electrical Contractors, Inc., (BEC) - $227,000 Liberty High School Restroom Project Bid Total - $1,770,000 This contract was bid and awarded pursuant to Public Contract Code 20111, which provides that the Governing Board shall let any contract for a public project, as defined in subdivision (c) of Section 22002, involving an expenditure of fifteen thousand dollars ($15,000) or more, to the lowest responsible bidder. Notice to Proceed was given prior to Board approval in order to meet the timeline needed to remove concrete walkways adjacent to the new restroom building to connect sewer and electrical lines and have the concrete placed back before school begins in August. Ratification of this contract award is permitted for Board approved facilities projects pursuant to Purchasing Policy. Funding: The cost for this item is included in the 2022-23 and 2023-24 operating budgets funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the Award of Contracts to the lowest responsive and responsible bidders for five categories for the Liberty High School Restroom Project, Bid #051823.
