Summary: The District would like to contract with Instructure for the purchase of MasteryConnect. The Perris Union High School District (PUHSD) already uses Canvas Learning Management System (LMS), a fully featured, cloud-based platform that has interoperability with third-party tools and platforms. MasteryConnect is a web based software tool for teachers to administer online standardized assessments in a Distance Learning environment. Once the online assessments are administered, teachers and staff are able to gather data for use in Professional Learning Communities, and analyze data to inform instruction. The MasteryConnect program integrates with Canvas LMS allowing student performance and test score data to be transferred to the district Student Information System. This integration improves teachers' ability to monitor student learning in a distance learning format and diagnose and address learning loss due to school closures.

The term of this Agreement shall be two and a half (2.5) years from January 21, 2021 through June 30, 2023.

The cost for this Agreement is $126,697 for the 2.5-year term and will be split between the District and the California Military Institute (CMI) based off of the projected enrollment percentages for each school year. The cost for all two and a half (2.5) years are to be paid up front to lock in current pricing. The total cost for the District will be $114,408. The total cost for CMI will be $12,289, and will be billed as a direct cost to CMI per the Memorandum of Understanding between PUHSD and CMI.
Funding: The cost for this item is included in the 2020-21 operating budget through the Federal CARES Act Learning Loss Mitigation Fund, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Multi-Year Agreement with Instructure for the purchase of Mastery Connect.
