Summary: The Perris Union High School District is requesting a temporary increase in pay rate for classified and certificated substitutes who verify their vaccination status and are “fully vaccinated.”

The Perris Union High School District has experienced a significant shortage of classified and certificated substitute employees throughout the 2021-22 school year, similar to other school districts within the county and the state. In response, school districts throughout Riverside County have already increased their daily pay rate for substitute employees, which has exacerbated the substitute shortage.

In addition, the Perris Union High School District is required to verify the COVID-19 vaccination status of all school workers (e.g., administrators, certificated employees, classified employees, substitute workers, etc.) and conduct weekly COVID-19 diagnostic testing for all workers who are not fully vaccinated, or for whom vaccine status is unknown, or documentation is not provided pursuant to the California State Public Health Officer Order of August 11, 2021. It is anticipated that weekly COVID-19 diagnostic testing will exacerbate the shortage of classified and certificated substitutes because the District shall be required to exclude all employees, including substitute employees, who are required to participate in weekly testing and do not. As of October 1, 2021, less than 25% of the substitute employees are verified as “fully vaccinated.”

The recommendation to temporarily increase the daily rate of pay for classified and certificated substitutes is being recommended to:

1) Remain competitive with other school districts.
2) Increase the percentage of substitute employees who are “fully vaccinated.”
3) Help mitigate the significant personnel shortages that exist throughout the District.
4) Help ensure there is adequate coverage at our school sites to meet the needs of our students.

These temporary increases will sunset on June 30, 2022, and substitute pay rates will revert to their current rate.
Funding: The cost for this item is included in the 2021-22 operating budget funded through Various COVID Funds.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 08:21-22 - Temporary Rate of Pay Increase for Classified and Certificated Substitutes.
