Summary: In accordance with new law, Education Code 39800.1, school districts were required to develop a Home to School Transportation Plan in consultation with various educational partners in order to receive the Home-to-School Transportation reimbursement funding for 2022-23 and 2023-24. Meeting the requirements of Ed. Code 39800.1 granted the District additional transportation funding equal to 60% of the previous year’s total transportation expenditures.

While Board approval was required for this additional funding for the 2022-23 and 2023-24 plan years, the California Department of Education (CDE) recently updated their requirements no longer requiring an annual Board approval. Specifically, CDE has informed school districts that having an updated plan adopted by the governing board is a local-level decision, though informing the governing board of updates would be advisable and the governing board would decide if further action is warranted. They have also stated there is no requirement for stakeholder consultation on an annual or update basis, only on the initial development of the plan.

Given there is no proposed change to the Perris Union High School District Transportation Plan from 2023-24, the District recommends the Board review the attached Transportation Plan effective July 1, 2024. This plan is reflective of elements from the 2023-24 Transportation Plan, updated with projected 2024-25 revenue.
Funding: The budget will be adjusted to reflect this revenue on an annual basis.
Recommendation: It is recommended that the Board of Trustees receive for its information the attached Transportation Plan effective July 1, 2024.
