Subject: 14.21 BUSINESS: Reappoint Designated Members and Appoint a New Member to the Perris Union High School District Citizens’ Oversight Committee (Measure T and Measure W Bond Election)

Summary: Voters within the Perris Union High School District (“District”) approved the Measure T bond authorization on November 6, 2012, and the Measure W bond authorization on November 6, 2018. Both Measure T and Measure W were Proposition 39 elections and required the District to form a Citizens’ Oversight Committee (“COC”). Resolution No. 18:18-19, adopted by the Board of Trustees of the District (“Board”) on February 20, 2019, provided for a single oversight committee (“Committee”) to be charged with performing the required oversight with respect to both Measure T and the District’s Measure W authorization.

The Committee is made up of seven (7) members with the following criteria established by Proposition 39: one (1) member shall be the parent or guardian of a child enrolled in the District; one (1) member shall be both a parent or guardian of a child enrolled in the District and active in a parent-teacher organization, such as the P.T.A. or a school site council; one (1) member active in a business organization representing the business community located in the District; one (1) member active in a senior citizens’ organization; one (1) member active in a bona-fide taxpayers association; and two (2) members of the community at-large. Members are appointed for a term of three (3) years, without compensation, and for no more than three (3) consecutive terms.

On June 1, 2019 the following members were approved by the Board of Trustees for their first (3) year term on the Committee: Marilee Menez, parent or guardian of a child enrolled in the District; Samantha Robles, parent or guardian of a child enrolled in the District and active in a parent-teacher organization; George Mills, active in a business organization; Robert McKinney, active in a senior citizens’ organization; Joshua Naggar, active in a bona-fide taxpayers association; Eric Kroencke, at-large member; and Sheila Curtis, at-large member.

It is recommended that the Board of Trustees reappoint Marilee Menez, Samantha Robles, George Mills, Joshua Naggar, Eric Kroencke and Sheila Curtis to the Committee for a second three (3) year term through May 31, 2025. Unfortunately, Robert McKinney passed away in December 2021. Mr. McKinney had served on the district since April 2013, first serving on the Measure T COC. The District advertised for this open position and it is further recommended that the Board of Trustees appoint William Hulstrom to the Committee for a three (3) year term beginning on June 1, 2022 and ending May 31, 2025. Mr. Hulstrom would fill Mr. McKinney’s position, representing a member active in a senior citizens’ organization.
Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees reappoint six members and appoint one member to the Measure T and Measure W Bond Oversight Committee.
