Summary: In the Perris Union High School District’s (PUHSD) ongoing effort to ensure adequate resources to educational programs and to meet the guidelines of at least 20Gbps internet service, PUHSD would like to contract with the Riverside County Office of Education (RCOE) to provide a fiber optic connection from the District Administrative Center to RCOE.  This is the physical component required to deliver 20Gbps internet service to our schools and students. The Schools and Libraries Program of the Universal Service Fund makes discounts available to eligible schools and libraries for telecommunication services, internet access, and internal connections.  PUHSD can be discounted from 60 to 90 percent depending upon the service and District eligibility.  The E-Rate program is intended to ensure that schools and libraries have access to affordable telecommunications and information services. To ensure a fair and open competition, E-Rate funding applicants (“districts”) are required to post an initial FCC Form 470 on USAC EPC portal website and then wait at least 28 days after posting the Description of Services Requested & Certification Form 470 before selecting a service provider, executing any contracts, or signing and submitting the Services Order and Certification Form (Form 471).  The District posted FCC form 470, as required.  The E-rate Form 471 filing window closes March 31, 2023.   School Districts must select the most cost-effective provider of the desired products or services eligible for support, with price as the primary factor.   The District is recommending the award of RFP 011923-01 for Multi-Year Lit Fiber License Agreement to the Riverside County Office of Education. The term of this Agreement shall be from July 1, 2023, through June 30, 2026, with up to two additional one (1) year renewal options at a rate of $9,727.50 per month for a total of $350,190 for the full contract. Utilization of the contract is contingent upon approved funding for 2023-24, 2024-25, and 2025-26 E-Rate years and the District is under no obligation to proceed with the recommended contract.
Funding: The cost for this item is contingent upon approved funding for the 2023-24, 2024-25, and 2025-26 E-Rate years and will be included in the operating budget, funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees award RFP #011923-01 - E-Rate ISP Services to the Riverside County Office of Education to provide a fiber-optic connection from the District Administrative Center to the Riverside County Office of Education.
