Summary: On May 17, 2023, the Board of Trustees of the Perris Union High School District adopted Resolution No. 29:22-23 - “Resolution of the Perris Union High School District declaring the infeasibility of public bidding to purchase certain vehicles and authorizing limited direct purchases of four vehicles” to procure four (4) vehicles as they become available by vendors. This resolution further allows the District to procure outside the CMAS contract and have access to local dealers’ resources and other viable options. Following the adoption of Resolution No. 29:22-23, the District was able to secure two (2) minivans on May 26, 2023, one (1) minivan on June 7, 2023, and the final minivan on June 9, 2023. All four (4) vehicles were purchased from local dealers. These vehicles were for Liberty High School and the Pathways for Adult Life Skills (PALS) program. The purchase was conducted pursuant to the adopted resolution. Having experienced success with procuring the much-needed vehicles in a seamless and expedited manner per the adopted resolution and saving money in the process, the District now wishes to bring forth Resolution 41:22-23 to procure additional vehicles in the same manner as with Resolution No. 29:22-23. This Resolution would allow for the purchase of five (5) additional vehicles to replace the Nutrition Services minivan, two (2) District Office minivans, and two (2) utility trucks for Maintenance and Operations. Four (4) of these are replacement vehicles that will be presented to be declared surplus per the mechanic’s recommendation due to parts being discontinued and vehicles being too old to maintain in a cost-effective manner.
Funding: No fiscal impact until a purchase order is drawn.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 41:22-23 - Resolution of the Perris Union High School District Declaring the Infeasibility of Public Bidding to Purchase Certain Vehicles and Authorizing Limited Direct Purchases of Five Vehicles.
