Summary: On December 27, 2023, the Perris Union High School District (“The District”) issued a formal Notice Inviting Bids for the District Administrative Center (DAC) Fencing Project (“The Project”). This project includes the replacement and addition of fencing at the DAC. This project has been identified as necessary for the safety and security of staff and visitors to the DAC due to the increase in transients and vandals in our area. The fencing project will add fencing to encompass the entire DAC facility and will include a new automatic gate at the entrance to the parking lot adjacent to the solar structure on the south side of the building. The Fencing Project includes new pedestrian walk-through gates leading from parking areas as well as the replacement of the existing fencing at the rear parking lot to match the new fencing. This project was bid with new fencing to be installed at 10 feet in height as the base bid for the project with a Deductive Alternate Bid of 8 feet in height. Based on the minimal cost difference, it is recommended the Board award the base bid with a 10 foot fencing height. Alternatively, the Board may instead elect to save $20,413 by awarding the bid with the 8-foot fencing height option. Bids for this project were opened on January 23, 2024. After a careful review and bid verification process, J. Jensen Co., Inc. was found to be the lowest responsive and responsible bidder. Bids were submitted as follows: CONTRACTOR / BASE BID 10 ft / Bid for 8 ft Deductive Alternate R. Jensen Co., Inc. / $774,000.00 / ($20,413.00) Econo Fence, Inc. / $985,790.00 / ($32,000.00) J & A Fence Engineering Corporation / $1,088,900.00 / ($58,900.00) The bid documents of the apparent low bidder were reviewed, and a post-interview was conducted with the said bidder. Pursuant to Public Contract Code 20111, the District is recommending the award of contract to the lowest responsive and responsible bidder, R. Jensen Co., Inc., in the amount of $774,000.
Funding: The cost for this item is included in the 2023-24 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees award Bid #012324 - PUHSD District Administrative Center Fencing Project to the lowest bidder for the base bid with a fencing height of 10 feet.
