Summary: School sites in the Perris Union High School District have been using handheld radios for day-to-day communications for custodians, campus supervisors, and administrators since 2009, when the District transitioned from Nextel Radios with monthly, per radio fees to conventional UHF Radios with no monthly, per radio fee. Maintenance and Operations also communicate via radio between school sites using a repeater, which is required for the longer distance. A repeater (higher watt radio) listens for the signal from one radio and re-broadcasts it to another radio. Every radio within range of the repeater can hear the signal. In addition to daily communication, the repeater system provides a built-in emergency communication system for all District sites.

In 2009 the Board approved a five (5) year agreement with the Elsinore Peak repeater site, which is located in the Cleveland National Forest overlooking Perris Valley to the east. The 1,800 square-foot communications facility offers the Perris Union High School District a fully enclosed building with air conditioning to protect equipment from overheating, a standby generator for backup power, and space on top of the 120-foot tower for the repeater antennas. The site is 3,500 feet in elevation, which provides the height necessary to transmit to all District sites that are approximately 1,400 to 1,500 feet in elevation. In addition, service vehicles have road access, even during inclement weather. After the five (5) year Agreement expired, the District extended for an additional five (5) year term. The repeater site was sold and is now owned/managed by K2 Towers III, LLC. This First Amendment offers the District two (2) additional terms of five (5) years each. All other terms and conditions of the original contract remain the same.

The monthly fee for tower space for three repeaters (emergency, custodial, and maintenance channels) is $583.68. This Agreement is for five (5) years, from September 1, 2022, through August 31, 2027.
Funding: The cost for this item is included in the 2022-23 operating budget funded through Safety Credits, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the First Amendment to License Agreement with K2 Towers III, LLC for a shared antenna site.
