Summary: The Perris Union High School District (PUHSD) and California School Employees Association (CSEA) and its Chapter, Perris Valley #469, met beginning in the late summer through mid-November to negotiate the impacts and effects of the California public health order issued on August 11, 2021, which requires school districts to conduct weekly COVID-19 testing of employees who are not fully vaccinated or who have declined to provide their vaccinations status. This mandate applies to all District employees (e.g., managers, certificated, classified, confidential, substitutes, tutors, walk-on coaches, etc.) and volunteers, such as student teachers.

The parties reach an agreement on the effects of the public health order. The highlights include several provisions for employees, including testing at employees’ work locations within their regular working hours, additional information on leave balances, and option testing for vaccinated employees who choose to test. To minimize the impacts of weekly COVID-19 testing on the District, the parties also agreed to provide a health incentive that provides all employees regardless of vaccination status with a one-time financial bonus if the total percentage of vaccinated classified employees increases. The one-time bonus would be based on the following criteria and would be paid on the January 2022 payroll warrant:

- $600.00 one time bonus, if 75% of all classified bargaining unit members are “fully vaccinated” and verify their vaccination with the District by January 14, 2022
- $800.00 one time bonus, if 85% of all classified bargaining unit members are “fully vaccinated” and verify their vaccination with the District by January 14, 2022
- $1000.00 one time bonus, if 95% of all classified bargaining unit members are “fully vaccinated” and verify their vaccination with the District by January 14, 2022

Funding: The cost is included in the 2021-22 operating budget.
Recommendation: It is recommended that the Board of Trustees approve the Memorandum of Understanding between the Perris Union High School District and California School Employees Association and Its Chapter, Perris Valley #469 regarding the impacts and effects of weekly COVID-19 testing.
