Summary: On October 9, 2023, the Perris Union High School District (“The District”) issued a Public Works informal Notice Inviting Bids for the California Military Institute Esports Lab Project requiring electrical upgrades (“The Project”). The electrical upgrades include the addition of electrical outlets, electrical circuits, conduit pathways for both electrical and data wiring, the addition of an electrical sub panel and connection to the main electrical panel for operation. These improvements are necessary for the California Military Institute’s new esports lab. The electronic bid opening was held on October 30, 2023. Bids were submitted as follows: CONTRACTOR / BASE BID Fineline Electric, Inc. / $22,200.00 Inter-Pacific, Inc. / $38,985.11 New Art Construction, Inc. / $45,000.00 RM Electric / $56,926.44 Veterans Communication Services, Inc. / $71,314.00 The bid documents of the apparent low bidder were reviewed for responsiveness and responsibility. Upon thorough review by the Purchasing and Facilities Departments, it was determined that Fineline Electric was non-responsive for failing to submit the required Bid Forms in accordance with Bid Documents. Pursuant to Public Contract Code 20111, the District is recommending the award of contract to the second lowest responsive and responsible bidder, Inter-Pacific, Inc. for the esports lab electrical upgrades at the California Military Institute.
Funding: The cost for this item is included in the 2023-24 operating budget funded through the Charter Local Control Accountability Plan Supplemental and Concentration Funds and Arts, Music, and Instructional Materials Discretionary Block Grant, not the Charter General Fund.
Recommendation: It is recommended that the Board of Trustees award Bid #103023-04 - Electrical Upgrades at the California Military Institute Project to Inter-Pacific, Incorporated.
