Summary: Each spring, the Congressional Institute sponsors a nationwide high school visual art competition to recognize and encourage artistic talent nationwide and in each congressional District. Since the Artistic Discovery competition began in 1982, more than 650,000 high school students have participated. Students submit entries to their representative’s office, and panels of district artists select the winning entries. Winners are recognized both in their District and at an annual awards ceremony in Washington, DC. The winning works are displayed for one year at the U.S. Capitol. In the Spring of 2023, a Heritage High School Art Student submitted his artwork to the competition and was awarded the Congressional Art Award for his District. Southwest Airlines donated airline tickets for him and a parent/guardian to fly to Washington, D.C., for the reception. Perris Union High School District paid for the hotel stay for the student and parent while in Washington, D.C., for the ceremony and reception. This item is being brought forward before the Board as ratification due to notification from the Congressional Art Award Board after the June board meeting.
Funding: This cost of this item is included in the 2022-23 operating budget funded through Local Control Accountability Plan Supplemental and Concentration Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the out-of-state travel request for a Heritage High School student to attend the 2023 Congressional Art Award Reception in Washington, D.C., June 19-22, 2023.
