In October 2022, the District staff presented the Comprehensive Coordinated Early Intervening Services Plan (CCEIS) to the Board of Trustees. The plan's purpose was to address the District’s identified disproportionately/significant disproportionality as determined by the California Department of Education. The CCEIS included two measurable outcomes with numerous strategic activities designed to mitigate significant disproportionality of general education students and students with special needs. To this end, the CCEIS included the addition of a “Drug/Alcohol Counselor.” To fulfill this role, the District recommends a new job description and authorization to recruit Substance Intervention Specialists. This position will help foster and maintain a safe and healthy learning environment for our schools. The Substance Intervention Specialist will assess students' needs and collaborate with teachers and parents to design an individualized education plan.
The position will be classified as an unrepresentative position with a salary range of $97,652 to $123,238, salary schedule #264, row 1, working a total of 196 days per school year. This position will be under the direction of Educational Services and/or the designated Director.

The cost for this item will be included in the 2023-24 operating budget funded through the General Fund.
