Summary: The District and CSEA and its Chapter, Perris Valley #469, met on November 3, 2021, to discuss how the changes in funding from LCFF to LCAP have affected the complexity of the work required of clerical staff within the Education Services department working with LCAP. These changes are the result of changing accountability measures, funding formulas, and the re-introduction of categorical programs.

When the state introduced LCFF/LCAP in 2013, there was a significant change to the work completed by the Educational Services accounting staff, but the elimination of the categorical programs offset this. However, with the adoption of the 2021-22 budget, the duties required of the Educational Services accounting staff are no longer fixed and prescribed for the current position or reasonably related to the current position, and the duties will be needed on a continuing basis.

As a result, CSEA and the District reached a Memorandum of Understanding (MOU) regarding the impacts of the aforementioned changes. In this MOU, the parties agreed to establish an Ad Hoc Study Committee to complete and analyze desk audits of affected clerical employees working within these programs within the Educational Services Department. The Ad Hoc Committee will also determine if the job description accurately reflects the performed duties and whether unit members require reclassification or out-of-class pay.

Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees approve the Memorandum of Understanding between the Perris Union High School District and California School Employees Association and its Chapter, Perris Valley #469 regarding the impacts and effects of the Local Control Funding Formula, Local Control Accountability Plan, and the 2021-22 Funded Programs.
