Summary: Membership is required to participate in the Riverside County Special Education Local Plan Area (SELPA)/Community Advisory Council (CAC) activities. The SELPA/CAC Statement of Purpose is to carry out the duties, responsibilities, and functions expressed in and in compliance with Education Codes 56190-56194 and legislation related thereto through the means of a duly constituted organizational body whose membership represents as nearly as possible the geographic, ethnic, and socio-economic makeup of the communities it serves. The broad goal of the CAC is to involve interested parents, students, teachers, and education specialists in advising the County and District Boards of Education and their administrative and professional staff of the unique requirements of individual students with exceptional needs and to assist the administration in furthering and improving the functioning of the SELPA. CAC members shall be appointed by their governing board of each participating district or the county office or a combination thereof participating in the local plan. Per Community Advisory Council Membership Bylaws, Article III - Membership, 3.2 Term of Membership: 3.2.1.2 Local Education Agency (LEA) Appointment: Each LEA may appoint the number of voting members in compliance with the following weighted membership calculations, which are based on the prior year December 1st pupil count. LEAs are encouraged to have parent volunteers as the majority of SELPA CAC representatives. LEAs with 501 to 1,500 special education pupil count may be represented by three (3) members.

Recommendation: It is recommended that the Board of Trustees approve the appointments of Amil Alzubaidi, Director of Special Education, Erika Heiliger-Garcia, Coordinator of Special Education, and Jennafer LaPaglia-Griswold, parent of a former Perris Union High School District student and District employee, as members of the Riverside County Special Education Local Plan Area / Community Advisory Council to represent the Perris Union High School District for the 2021-22 school year.
