Summary:
|
Liberty High School was designed for 2,628 students with 89 classroom spaces. The campus design included large professional centers for teachers to utilize during their conference periods and during other teacher and staff collaboration times so that classrooms could be shared. Liberty currently has 2,444 students, and while not at capacity, portable classrooms can be added so that teachers will not need to travel between classrooms. The District worked with two (2) different architectural firms to explore the various options and cost estimates for additional portable classrooms. These efforts have identified that six (6) portables can be placed behind the O building in the northeast corner of the campus. These six (6) portable classrooms are anticipated to be in place before the start of the 2024-25 school year, assuming the Division of State Architect (DSA) allows this quantity to qualify for "over-the-counter" approval. An additional eight (8) portables can be placed in Parking Lot C, located adjacent to the rear of the kitchen at the far end of the student parking lot. These eight (8) portables, combined with the six (6) portables behind the O building, create too large of a project to be considered for "over-the-counter" DSA approval. As a result, the additional eight (8) portables would require complete DSA submission and approval, extending the timeline for completion to December 2024, in time for the 2nd semester of the 2024-25 school year.
The estimated cost for the six (6) portables (Area 1) is $1.5 million, and for the eight portables (Area 2) is $2 million. This includes the cost of the portable's architectural and engineering fees. Additional costs for DSA fees, project management, electrical and data, furniture and equipment, and other related soft costs will be incurred.
PJHM Architects ("PJHM") has provided the most cost-effective and comprehensive proposal for the design and engineering services necessary for this project. The not to exceed cost for PJHM's design services for the Liberty High School Modular Classroom Addition Project is $95,350 for the first six (6) portables (Area 1) and $125,900 for the remaining eight (8) portables (Area 2) for a total of $221,300. The Board previously approved the Master Architectural Services Agreement ("Master Agreement") with PJHM in November of 2017. The Master Agreement was drafted to retain PJHM for the planning and design of multiple projects at multiple school sites. As individual projects are developed, separate addenda are drafted for addition to the Master Agreement to detail the scope of work and cost estimates associated with each individual project. Now, District staff is recommending the approval of Addendum No. 7 to the Master Agreement to add portable classrooms to Liberty High School.
