Summary:

The Perris Union High School District would like to retain the services of Kellogg & Sovereign Consulting for E-Rate consulting services. E-Rate is the commonly used name for the Schools and Libraries Program of the Universal Service Fund, which is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). Perris Union High School District utilizes the E-Rate program to provide significant discounts on digital transmission services “WAN” and Internet access for all sites and network infrastructure improvements for qualifying schools.
Kellogg & Sovereign Consulting provides services to schools and libraries in navigating the complex E-Rate program. Kellogg & Sovereign Consulting has extensive experience working with the E-Rate program and provides a wide range of services to schools and libraries, including:
E-Rate application preparation - the consulting firm can assist schools and libraries in preparing and submitting E-Rate applications, which can be a complicated and time-consuming process.
Compliance monitoring - Kellogg & Sovereign Consulting can help schools and libraries ensure they are meeting all the necessary requirements for the E-Rate program, such as providing the required match funds.
Competitive bidding - the consulting firm can help schools and libraries navigate the competitive bidding process, which is a crucial step in securing funding for E-Rate projects.
The term of this Agreement shall cover E-Rate funding years 2025-26, 2026-27, and 2027-28, through June 30, 2028, and shall commence December 19, 2024, with up to one (1) subsequent twelve-month renewal.
The fees will be as follows: Base contract amount (“Base Amount”) of $9,200 per year for Category 1; plus Category Two applications submitted during the term of this Agreement, not to exceed a total amount of $10,000; for an estimated cost of $19,200 per year and a contract total cost not to exceed $57,600.

The cost for this item will be included in the 2024-25, 2025-26, and 2026-27 operating budgets funded through the General Fund.

It is recommended that the Board of Trustees approve the Agreement with Kellogg & Sovereign Consulting to prepare documentation, forms, and applications with regards to the Federal Communications Commission E-Rate Program.
