Summary: Pursuant to the Every Student Succeeds Act (ESSA) Section Part 1117(a)(4)(A)(i), local educational agencies are required to provide fiscal resources to eligible private school children, their parents, their teachers, and other school personnel. Eligibility is based on each private school student’s school district of residency. School districts are required to ensure timely and meaningful consultation with private school officials during the design and development of program services, are accountable for the progress, and must assess the achievement of all private school students receiving services under ESSA. To provide comprehensive services for eligible students attending St. James Catholic School, the Perris Union High School District (PUHSD) has reached out to neighboring districts to develop a consortium for those districts responsible for providing Title I Equitable Services. PUHSD will be the lead agency and will assume responsibility for the delivery of services to eligible students. PUHSD will be responsible for invoicing the districts based on their proportional share of Title I funds. This Memorandum of Understanding (MOU) shall be for three (3) years, from July 1, 2022, through June 30, 2025. This MOU may be modified or amended in writing should there be a change in consortium participants. This item is being brought before the Board as ratification as the District had not received the Intent to Participate forms for all participating districts. There were two new districts that are joining the consortium. However, services needed to begin to provide timely and equitable services to eligible students.
Funding: The cost for this item will be included in the 2022-23, 2023-24, and 2024-25 operating budgets funded through Title I Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the Memorandum of Understanding between the Perris Union High School District, Romoland School District, Lake Elsinore Unified School District, Val Verde Unified School District, Nuview Union School District, Menifee Union School District, Moreno Valley Unified School District, Corona-Norco Unified School District, Riverside Unified School District, and Perris Elementary School District to provide Title I Part A Equitable Services to St. James Catholic School.
