Summary: The Board of Trustees previously approved, and the District has undertaken the facilities project known as the Liberty High School Project, which consists of constructing a complete comprehensive high school.  On March 20, 2019, the Board of Trustees approved the contract with Roadway Engineering & Contracting, Inc. in the amount of $5,252,500 for all services related to offsite work, including the Scott and Leon Interchange, the construction of Wicker and Garbani Road, traffic signals, and all work around the perimeter of the Liberty High School campus.  During the completion of Roadway’s work on the project, it became necessary to approve additional work related to Roadway's scope of work on the Liberty High School Project.  The additional work completed by Roadway included 1) the removal of overly wet and saturated soil encountered while digging the new main water line to the campus on Wickerd ($7,183,67); 2) the removal of rocks that were encountered while digging for the 48” main water line on Wickerd ($16,127.86); 3) overtime that was necessary to complete the installation of the water lines ($1,553.10); and 4) the relocation of one of the traffic signal poles on Scott and Leon due to an existing utility that was not able to be removed to comply with ADA requirements for the crosswalk push button ($3,494.43).  The additional work outlined in Change Order #28-012 was completed for $28,359.06.

This is being brought before the Board as ratification due to the need to mitigate schedule impacts related to installing the conduit pathways and light poles around the Liberty High School campus.
Funding: The cost for this item is included in the 2021-22 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify Change Order #28-012 for Bid Category 28 - Roadway Engineering & Contracting, Incorporated for the Liberty High School Project.
