Summary: The Perris Union High School District has had difficulty procuring viable and safe vehicles for student transportation purposes in a timely manner. On June 29, 2021 an order of eighteen (18) ten (10) passenger vans was placed utilizing a CMAS contract. The average cost per vehicle at that time was $40,700. This order was placed in an effort to expand the District’s white fleet, including with the addition of Liberty High School and to rotate out vehicles that were becoming obsolete. That order was canceled by the manufacturer about ten (10) months after order submission due to the high demand and not enough parts to cover the order. Since that time, ten (10) passenger vans are no longer manufactured in a manner allowable for school use. Once the window for ordering new vehicles opened up again, the District attempted to purchase two (2) eight-passenger minivans for transportation needs at PALS. This order was authorized by the Board via the Report of Authorization of Purchase Orders in excess of $50,000 on September 21, 2022, and submitted to the Vendor soon after. Approximately two (2) months after the order was placed, the Vendor informed the District that the manufacturer was no longer accepting orders for these vehicles, canceling our order once again. The District wishes to adopt Resolution No. 29:22-23 in an effort to procure four (4) vehicles as they become available by vendors. This resolution will further allow the District to procure outside the CMAS contract, have access to local dealers’ resources, and other viable options. The resolution includes the two (2) vehicles for PALS that were originally approved and canceled, and two (2) additional, eight-passenger vehicles for Liberty High School since they currently have no vehicles. This resolution stipulates the terms for purchasing these vehicles would only be in place for one (1) year. If vehicles are not acquired by then, the District would have to bring a new resolution to the Board of Trustees for consideration.
Funding: No fiscal impact until a purchase order is drawn.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 29:22-23 - Resolution of the Board of Trustees of the Perris Union High School District Declaring the Infeasibility of Public Bidding to Purchase Certain Vehicles and Authorizing Limited Direct Purchases.
