Summary: On November 22, 2021, the Perris Union High School District and the Perris Secondary Educators Association (PSEA) entered into a Tentative Agreement for the period of July 1, 2021, through June 30, 2024. For the 2022-23 fiscal year, the agreement included a salary increase of 2%, effective July 1, 2022. On May 25, 2022, as a result of triggering contingency language, the District and the PSEA entered into a Tentative Agreement that instead provides for a salary increase of 6.56%. Based upon the “me too” language within the California School Employees Association (CSEA) Collective Bargaining Agreement, Article 10.2.1, CSEA also received the same 6.56% salary increase.

Included in the Tentative Agreement with PSEA from May 25, 2022, was the provision to continue discussions on compensation after the state budget was enacted. The District and PSEA negotiations teams met on September 22, 2022, and entered into a Tentative Agreement that included a one-time off-schedule payment of $4,000 paid in November 2022 and an ongoing salary increase of 6.44% effective January 1, 2023. Again, pursuant to CSEA’s “me too” language, CSEA will receive the additional ongoing salary increase of 6.44% effective January 1, 2023.

However, since CSEA’s “me too” language does not apply to one-time off-schedule payments, the District and CSEA negotiations teams entered into a Tentative Agreement met on September 28, 2022, and that includes the one-time off-schedule payment of $4,000 paid in November 2022.

Pursuant to AB1200, a public school employer must disclose the major provisions of any changes to a collective bargaining agreement, including the costs incurred by the employer for the current and subsequent fiscal years. Attached are the required AB 1200 public disclosure documents in accordance with California Government Code Section 3547.5, Education Code Section 42142, and the criteria and standards adopted by the State Board of Education.
Funding: The cost for this item is included in the 2022-23 budget and multi-year projections.
Recommendation: It is recommended that the Board of Trustees approve the Disclosure of Collective Bargaining Agreement (AB1200) for the period of July 1, 2022, through June 30, 2023 with the California School Employees Association, Chapter 469.
