Summary: The administration recommends an increase to the health and welfare contribution for Management and Confidential employees and for Board Members who receive the same health and welfare package.

A cap was placed on the District's contribution towards health and welfare for Management, Confidential, and Board Members in July 2011.  Since that time, when fiscally responsible to do so, the Board of Trustees has approved an increase to the District contribution to all employee groups consistent with the amount provided to PSEA, on a per FTE basis, under their 80% soft-cap structure.  A tentative agreement was reached with CSEA on April 26, 2021, which includes an increase to the District's contribution towards health and welfare.  The TA with the local CSEA chapter initially covered a three year period beginning July 1, 2021; however, due to an issue with the 610 process, the regional CSEA office could not approve an agreement beyond the length of the current collective bargaining agreement, which ends on June 30, 2022.  As such, the agreement with CSEA is only for 2021-22, and we will plan to incorporate the agreed-upon increase to the successor agreement.

The administration is recommending an increase to the District contribution for Management, Confidential and Board Members consistent with the per-employee increase for CSEA as follows:

- Effective July 1, 2021, the cap for single coverage will increase by $75, and the cap for two-party and family coverage will increase by $225.  As a result, the Anthem cap for single coverage will become $10,775, the cap for two-party coverage will become $19,050, and the cap for family coverage will become $18,050. The Kaiser cap for single coverage will become $10,775, the cap for two-party coverage will become $16,750, and the cap for family coverage will become $15,750.

- Effective July 1, 2022, the cap for single coverage will increase by $350, and the cap for two-party and family coverage will increase by $800.  As a result, the Anthem cap for single coverage will become $11,125, the cap for two-party coverage will become $19,850, and the cap for family coverage will become $18,850. The Kaiser cap for single coverage will become $11,125, the cap for two-party coverage will become $17,550, and the cap for family coverage will become $16,550.

- Effective July 1, 2023, the cap for single coverage will increase by $350, and the cap for two-party and family coverage will increase by $800.  As a result, the Anthem cap for single coverage will become $11,475, the cap for two-party coverage will become $20,650, and the cap for family coverage will become $19,650.  The Kaiser cap for single coverage will become $11,475, the cap for two-party coverage will become $18,350, and the cap for family coverage will become $17,350.
Funding: The cost for this item will be included in the 2021-22 budget and multi-year projections.
Recommendation: It is recommended that the Board of Trustees approve the increase to health and welfare contributions for Management and Confidential employees, and for Board Members.
