On March 3, 2023, the Perris Union High School District (“The District”) issued a formal Notice Inviting Bids for the HVAC Improvement Project (“The Project”). This project includes the replacement and installation of 204 HVAC units at Perris High School, Pathways for Adult Life Skills School, Perris Lake High School, Paloma Valley High School, Pinacate Middle School, and the District Office with like for like Carrier Units.
The bid opening was held on March 30, 2023. Bids were submitted as follows:

The bid documents of the apparent low bidder were reviewed for responsiveness and responsibility, and a post interview was conducted with said bidder. On March 31, 2023 a bid protest was received by the District from RAN Enterprises, Inc. on the basis of Non-Responsiveness. Upon thorough investigation by the Purchasing and Facilities Departments with the assistance of legal counsel, it was determined that Westland Mechanical, LLC remains the lowest responsive and responsible bidder.
Pursuant to Public Contract Code 20111, the District is recommending the award of contract to the lowest responsive and responsible bidder, Westland Mechanical, LLC for the District’s HVAC Improvement Project at Perris High School, Pathways for Adult Life Skills School, Perris Lake High School, Paloma Valley High School, Pinacate Middle School, and the District Office.

The cost for this item will be included in the 2023-24 operating budget funded through Various COVID Funds, Routine Restricted Maintenance Funds, Various Facilities Funds and the General Fund.
