Summary: The Perris Union High School District uses BenefitBridge, an online enrollment, administration, and billing software platform for health & welfare insurance plans. BenefitBridge allows employees to access and change their medical, dental, vision, and voluntary plans online. They can add or remove dependents by uploading the required documentation, changing plans, viewing rates and plan details, and updating beneficiaries. In addition, the District utilizes it to download monthly invoices from the insurance companies (carriers), create reports related to enrollment, and administer benefits for both active and retired employees along with COBRA benefits. Since implementation, many insurance carriers have subsidized the program, along with a contribution from Keenan & Associates, making it available to REEP member districts at no cost. However, these carrier subsidies have been declining over the last several years. Subsequently, each member district of REEP started sharing the cost of the service with Keenan & Associates in January 2021. The term of this Amendment No. 3 shall be from July 1, 2024, through June 30, 2025, for a total cost of $23,000. California Military Institute will contribute a pro-rata share based on the percentage of benefit-eligible employees using the online platform.
Funding: The cost for this item will be included in the 2024-25 operating budget funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees approve Amendment No. 3 to the Agreement with Keenan & Associates for BenefitBridge web-based application services.
