Summary:
|
The District has ongoing, and future heating, ventilation, and air conditioning needs. In an effort to provide equipment consistency throughout the District, efficient maintenance of units, standardized control systems, and more reliable equipment, the District seeks to standardize the brand “Carrier” for Carrier I-Vue Energy Management System (“I-Vue EMS”), rooftop package air conditioning units (“Carrier Roof Units”), and wall-mount air conditioning units (“Carrier Wall Units”).
Pursuant to Public Contract Code section 3400, the District may designate that a particular material, product, thing, or service is designated by a specific brand or trade name in order to match other products in use on a particular public improvement either completed or in the course of completion upon a finding by the Board of Trustees. Although the Public Contract Code does not require that the Board of Trustees make specific findings in standardizing a brand or trade name, the District believes that this action is desirable because, among other things, it will ensure uniformity, cost savings, and consistent quality in District HVAC installations and maintenance.
