Summary: The Perris Union High School District has been dealing with an increasing homeless population at the District Administrative Center (DAC) who loiter during the day and evening hours and sleep around the main building overnight. This has become increasingly problematic and dangerous for employees as their overnight setups have become more elaborate and are not removed before business hours. In some cases, the individuals are problematic about leaving the premises, requiring police assistance. Facilities staff, in consultation with the Director of Security, would like to upgrade the existing fencing and install perimeter fencing to enclose the entire DAC to help mitigate this issue. The District acquired a proposal from PJHM Architects, Inc. (PJHM) for a design of the DAC perimeter fencing. PJHM is performing this work at no cost to the District; however, the District will reimburse PJHM for the cost of the engineering consultants. The intention is to publicly bid the work in compliance with Public Contract Code for the DAC perimeter fencing once renderings for a design are selected and approved, and we anticipate bringing the award of bids to the Board in September 2023.
Funding: The cost for this item will be included in the 2023-24 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement with PJHM Architects, Incorporated for the District Administrative Center perimeter fencing.
