Summary: The Board of Trustees previously approved, and the District has undertaken the facilities project known as the Liberty High School Project, which consists of constructing a new high school facility.  On March 20, 2019, the Board of Trustees approved the contract with Roadway Engineering and Contracting, Inc. in the amount of $5,252,500, for all services related to offsite work, including the Scott and Leon Interchange, the construction of Wicker and Garbani Road, traffic signals, and all work around the perimeter of the Liberty High School campus.  During the completion of Roadway’s offsite work, it became necessary to implement changes as required by existing conditions and changes by local agencies.  To properly install the recycled water line to the Liberty High School campus, Eastern Municipal Water District (EMWD) required the installation of a steel sleeve over this water line ($8,527).  During the installation of the site utility lines related to Edison, Frontier Communication, and EMWD, rocks were encountered in these trench locations that required breaking and additional material removal ($15,216).  As part of the offsite work, EMWD required the relocation of an existing blow-off valve at the intersection of Scott and Leon ($2,956).  Finally, the Riverside County Transportation Inspector assigned to our project requested upgraded electrical pull boxes be used at our offsite work locations ($7,913).  These changes and additional services resulted in Change Order #28-009 in the amount of $44,036.

This is being brought before the Board as ratification due to the need to mitigate schedule impacts related to completing the offsite work around the Liberty High School campus.
Funding: The cost for this item is included in the 2021-22 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify Change Order No. 28-009 for Bid Category 28 - Roadway Engineering & Contracting, Incorporated for the Liberty High School Project.
