Summary: On November 3, 2023, the Perris Union High School District (“The District”) issued a Public Works informal Notice Inviting Bids for the Liberty High School Fencing Relocation Project (“The Project”). The Liberty High School Fencing Relocation Project includes the relocation and addition of fencing to the Liberty High School campus. The Contractor is to relocate existing fencing and gates on the south side of the Student Union in order to ensure students exiting the south side of the Student Union are not able to leave campus. In addition to the relocation of fencing, this project will add screening to existing gates to prevent these from being opened by reaching through the fencing. The electronic bid opening was held on November 22, 2023. Bids were submitted as follows: CONTRACTOR / BASE BID Index Construction & Remodel / $68,869.42; Everfence, Inc. / $69,420.00; Econo Fence, Inc. / $115,500.00; M-RE Construction, Inc. / $275,000.00 The bid documents of the apparent low bidder were reviewed for responsiveness and responsibility. Upon thorough review by the Purchasing and Facilities Departments, it was determined that Index Construction and Remodel was non-responsive for failing to provide the required information in accordance with bid documents. Pursuant to Public Contract Code 20111, the District is recommending the award of contract to the second lowest responsive and responsible bidder, Everfence, Inc., for the Liberty High School Fencing Relocation Project.
Funding: The cost for this item is included in the 2023-24 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees award Bid #112223 - Liberty High School Fencing Relocation Project to Everfence, Incorporated.
