Summary: On October 22, 2021, the Perris Union High School District and the California School Employees Association, Chapter 469 (CSEA), entered into a Tentative Agreement (TA), and on November 3, 2021, the parties entered into a Memorandum of Understanding (MOU). CSEA ratified these agreements on November 22, 2021, and November 30, 2021, respectively. Pursuant to AB1200, a public school employer must disclose the major provisions of any changes to a collective bargaining agreement, including the costs incurred by the employer for the current and subsequent fiscal years.

The terms of the TA provide that all unit members will receive a one-time off-schedule payment equal to five percent (5.0%) of their 2021-22 base salary placement as of October 1, 2021. This off-schedule payment shall be paid in two (2) equal installments, the first no later than December 2021 for those members in paid status as of December 1, 2021, and the second in June 2022 for unit members in paid status as of June 1, 2022.

The terms of the MOU provide a one-time bonus to all bargaining unit members, regardless of vaccination status, at either $600, $800, or $1,000 per bargaining unit member based on the percentage of classified bargaining unit members who are fully vaccinated by Friday, January 14, 2022. This one-time bonus will be paid on the January 2022 payroll warrant.

Attached are the required AB 1200 public disclosure documents in accordance with California Government Code Section 3547.5, Education Code Section 42142, and the criteria and standards adopted by the State Board of Education.
Funding: The 2021-22 budget will be adjusted to reflect the terms of these Agreements.
Recommendation: It is recommended that the Board of Trustees approve the Disclosure of Collective Bargaining Agreement (AB1200) for the period of July 1, 2021 through June 30, 2022 with the California School Employees Association, Chapter 469.
