Summary:

The Enterprise Services, on behalf of the State of Washington and as the lead agency for the national Association of State Procurement Officials (NASPO) ValuePoint, conducted a competitive bidding process for the purpose of making available a Commercial Card Services Program and awarded a contract to U.S. Bank National Association (US Bank). The District wishes to enter into a Local Agency Subsidiary Agreement as made available through the NASPO ValuePoint State of California Participating Addendum 7-20-99-42. Adopting Resolution No. 26:24-25 will afford the District the option to utilize this contract for commercial card services.
This Commercial Card program offers benefits, such as: volume and prompt payment rebate incentives, NET 45 payment terms, consolidated billing, customizable spend controls, instant card issuance for immediate use, card limits and restrictions as needed, virtual credit cards, and more. Additionally, the program includes a robust spend management platform that allows us to monitor spending in real time and export data spending. This program also includes enhanced security features, such as fraud protection and chip technology.
The Commercial Card services provided pursuant to the Master Agreement started January 1, 2021 and ends on December 31, 2025. The contract term shall be extended for two (2) years if Enterprise Services deems that US Bank has met certain performance metrics. The District wishes to enter into contract upon Board approval.

It is recommended that the Board of Trustees adopt Resolution No. 26:24-25 - Resolution Authorizing the Utilization of the NASPO ValuePoint State of California Participating Addendum 7-20-99-42 and Enter Into a Local Agency Subsidiary Agreement for the Purpose of Making Available a Commercial Card Services Program.
