Summary: The Perris Union High School District would like to renew the contract with Instructure for the purchase of the Canvas Learning Management System (LMS) and Canvas Studio. Canvas LMS is a comprehensive, fully featured, cloud-based platform that has interoperability with third-party tools. Canvas Studio is another tool that allows teachers to create video recordings with screen capture, webcam, or both, upload existing video files to their studio library, embed media files in any course content, and use a quiz tool that allows teachers to add questions and interactivity into videos. PUHSD currently has fully adopted Canvas LMS and Canvas Studio, and this renewal is utilizing the Education Technology Joint Powers Authority (Ed Tech JPA) pricing. Pursuant to Public Contract Code section 20118.2, school districts have the authorization to acquire technology products and services through a Request for Proposals (RFP) process that takes into account requirements and evaluation criteria in addition to cost. Pursuant to Government Code sections 6500 and 6502, Joint Powers Authorities (JPA) are allowed to exercise any power common to the contracting parties. Education Technology Joint Powers Authority (Ed Tech JPA) is a JPA with the authorization to issue RFPs and award Master Agreements to qualified vendors that establish general terms and pricing available to the JPA's members. The District's Board of Education previously approved the District's membership in the Ed Tech JPA and may grant authorization to make purchases based on the general terms and pricing included in the Ed Tech JPA Master Agreements. The term of this Agreement shall be for five (5) years and contingent upon a granted extension of this cooperative contract from the Ed Tech JPA to Instructure. Should the Ed Tech JPA not renew the contract with Instructure, the District will renegotiate terms with Vendor and present a recommendation to the Board. The District has determined that utilizing this cooperative contract is in the best interest of the District as it relates to the educational needs of students and teachers. The cost for this item is estimated to be $454,134.90. The costs will be split between the District and the California Military Institute (CMI) based on projected enrollment percentages for each school year. The approximate cost for the District will be $409,826.90. The approximate cost for CMI will be $44,308.00, which will be billed as a direct cost to CMI per the Memorandum of Understanding between the District and CMI.
Funding: The cost for this item will be included in the 2023-24, 2024-25, 2025-26, 2026-27, and 2027-28 operating budgets funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 22:22-23 - Resolution Authorizing the Utilization of an Ed Tech JPA Cooperative Master Agreement for the Purchase of a Learning Management Solution Platform.
