Summary: The Office of Management and Budget (OMB) updated the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Audit, originally effective in 2014. The revisions are intended to reduce the burden of grant recipients, provide guidance and clarification on requirements, and improve overall federal grant management. Most of these revisions were effective for new awards issued on or after November 12, 2020. The following changes, among other changes, to Uniform Guidance impacted Procurement Standards: Procurement methods are grouped into three categories of informal (micro/small purchase), formal (sealed bids/proposals), and noncompetitive (sole source). To match other guidance, the micro-purchase threshold was increased to $10,000 (from $3,500), and the simplified acquisition (small purchase) threshold was increased to $250,000. Recipients may increase their micro-purchase threshold if certain requirements are met. The recipients may self-certify a threshold and other supporting documents annually. On May 18, 2022, the District Self-Certified the increase of the federal micro-purchase threshold from $10,000 to $50,000, pursuant to Resolution No. 32:21-22, for applicable transactions funded by federal funds. Pursuant to 2 C.F.R. section 200.320, local public school districts may annually self-certify a micro-purchase threshold of up to $50,000 if a higher threshold would be consistent with state law. Currently, the state of California requires competitive bidding for contracts and purchases over $109,300, which justifies the District in self-certifying a micro-purchase of up to $50,000. The District wishes to maintain the increase of the federal micro-purchase threshold of $50,000 for applicable transactions funded by federal funds.

Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 34:22-23 - Resolution of the Board of Trustees of the Perris Union High School District Self-Certifying Increased Federal Micro-Purchase Threshold.
