Summary: The Schools and Libraries Program of the Universal Service Fund makes discounts available to eligible schools and libraries for telecommunication services, Internet access, and internal connections. The E-Rate Program is intended to ensure that schools and libraries have access to affordable telecommunications and information services. To ensure a fair and open competition, applicant districts are required to wait at least 28 days after posting the Description of Services Requested and Certification Form (Form 470) on the Universal Services Administrative Company's website before selecting a service provider, executing any contracts, or signing and submitting the Services Order and Form 471. Applicant District must select the most cost-effective provider of the desired products or services eligible for support, with price as the primary factor. FCC rules require that an applicant sign a contract with the service provider before submitting a completed Services Order and Certification Form (Form 471). Applicants must be able to demonstrate that they had a signed and dated contract in place at the time Form 471 is submitted. The E-rate Form 471 filing window closes March 31, 2023.   Perris Union High School District (PUHSD) sought proposals from qualified service providers to provide a managed high-speed Wide Area Network (WAN) solution. The District is comprised of a central District Office, a remote administrative location (Student Services Center), and eight physical school sites. PUHSD maintains two active data centers located at the central District Office and at Perris High School. Staff is recommending the award of a three (3) year contract for 10 Gbps and up to 40 Gbps service with up to two (2) additional one (1) year renewal options with Crown Castle Fiber, LLC beginning July 1, 2023, and ending June 30, 2026. The cost per year is approximately $324,000. Utilization of the contract is contingent upon approved funding for the 2023-24, 2024-25, and 2025-26 E-Rate years and the District is under no obligation to proceed with the recommended contract. Costs to the District can be discounted from 60 percent to 90 percent dependent upon the service and District eligibility.
Funding: The cost for this item is contingent upon approved funding for the 2023-24, 2024-25, and 2025-26 E-Rate years and will be included in the operating budget funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees award RFP #011923-02 - E-Rate Wide Area Network Solution Services to Crown Castle Fiber, LLC to Provide a Managed High-Speed Wide Area Network Solution.
