Summary: The District has entered into an Agreement with the Riverside County Department of Public Social Services for the Every Student Succeeds Act (ESSA) transportation plan to ensure school stability for students in foster care. This Agreement defines the transportation procedures for Foster Students to remain in their school of origin when it is determined that it is in the foster child’s best interest to remain in his/her School of Origin. After a placement change, transportation will be provided, arranged, and funded for the duration of their time in foster care.

If transportation services are determined to be necessary, the cost is shared amongst agencies and is calculated based on the distance of transportation to the school of origin in accordance with the Agreement.

The Agreement shall be for three (3) years, from September 20, 2022, through June 30, 2025.

This item is being brought before the Board as ratification due to the untimely receipt of the contract from the County.
Funding: The cost for this item is included in the 2022-23, 2023-24, and 2024-25 operating budgets funded through Title I and Charter School Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the Multi-Year Memorandum of Understanding with the County of Riverside Department of Public Social Services for the Every Student Succeeds Act Transportation Plan to ensure school stability for students in foster care.
