Summary: The Board of Trustees previously approved, and the District has undertaken the facilities project known as the Liberty High School Project, which consists of the construction of a new high school facility.  On March 20, 2019, the Board of Trustees approved the contract with Roadway Engineering and Contracting, Inc. in the amount of $5,252,500 for all services related to off-site work, including the Scott and Leon Interchange, the construction of Wickerd and Meadowgate roads, traffic signals, and all work around the perimeter of the Liberty High School campus.  During the completion of Roadway’s offsite work, it became necessary to implement the following changes as required by existing conditions and changes by local agencies.  Changes to the condition of Wickerd Road required the regrading of the existing roadway at a cost of $37,516. The county of Riverside required additional cover and concrete on top of the drainage line, which crosses Leon Rd, North of Scott Rd., for a cost of $6,546.95.  During the grading and preparation for paving on Scott Road, it was necessary to remove additional broken asphalt that did not meet County requirements and an additional base for paving at a cost of $20,140.  Per County of Riverside requirements, crews had to remove and replace a concrete curb and gutter to ensure proper drainage at a cost of $8,760; repositioning of riser inlet at the Scott and Leon intersection at a cost of $3,770; repair curb transition to address drainage issue, at a cost of $2,381; removal of delineation of permanent impact areas, at a cost of $2,867; repair of edges or roadway at locations identified by the County of Riverside Transportation Department, at a cost of $3,929.55; finally, costs associated with multiple remobilizations to stripe the roadway, at a cost of $4,200.  These changes and additional services resulted in Change Order #28-013 in the amount of $90,110.50.

This is being brought before the Board as ratification due to the need to mitigate schedule impacts related to completing the offsite work around the Liberty High School campus.
Funding: The cost for this item is included in the 2021-22 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify Change Order #28-013 for Bid Category 28 - Roadway Engineering & Contracting, Incorporated for the Liberty High School Project.
