Summary: Trustee Campos requested that a Parent's Rights Policy be posted to the Board Meeting Agenda as an Information Item. Trustee Campos asked that this policy mirror the recently approved policy in Chino Valley Unified School District. School districts have been considering and adopting a policy that requires schools to notify parents if a student asks to use a different name or pronoun than what is in their official record or if a student requests to use facilities or participate in programs that do not align with their assigned sex. Supporters of the Resolution cite parents' rights in the U.S. Constitution. However, the State of California has taken the position that the Policy violates the Education Code and has challenged the first district that passed the Policy, Chino Valley. The attached supporting documents include Perris Union High School District’s current board policy BP 5145.6: Parent/Guardian Notifications, as well as Chino Valley Unified School District’s board policy BP 5020.1: Parental Notification, which has been modified with the Perris Union High School District’s name as a first reading.
Funding:
Recommendation: It is recommended that the Board of Trustees review the current status of and ongoing information related to the inclusion and adoption of a Parent's Rights Policy. It is further recommended that the Board of Trustees receive for its review and consideration, as part of the first reading BP 5020.1: Parental Notifications, and provide direction as to whether this policy shall be brought forward to the Board of Trustees for action at a subsequent board meeting.
