Summary: The District and CSEA and its Chapter, Perris Valley #469, met on February 7, 2022, to discuss the effects of the newly established Juneteenth National Independence Day, June 19, as a legal public holiday. Juneteenth commemorates the end of slavery in the United States. Federal workers recognized the holiday on Friday, June 18, 2021.

As a result of this newly established holiday, CSEA and the district reached a Memorandum of Understanding (MOU) that provides a floating holiday for all bargaining unit members who were in paid status on June 18, 2021, to be taken by June 30, 2022. The Memorandum of Understanding will also provide holiday pay for bargaining unit members, except employees on work calendars A, B, C, and F, who worked on Friday, June 18, 2021, to be compensated at their summer assignment hourly rate for the time worked. The parties also agreed to officially designate Juneteenth as a state holiday on June 19, 2022, as a paid district holiday and shall be observed on Monday, June 20, 2022, for the 2021-22 school year.

Funding: The cost for this item is included in the 2021-22 budget and multi-year projections.
Recommendation: It is recommended that the Board of Trustees approve the Memorandum of Understanding between the Perris Union High School District and California School Employees Association and its Chapter, Perris Valley #469, regarding the Juneteenth holiday.
