Summary: On December 30, 2020, Governor Gavin Newsom announced a Safe Schools for All Plan to encourage local educational agencies (LEAs) to resume in-person instruction as early as mid-February by providing incentive grants. The California Department of Public Health (CDPH) released corresponding guidance on January 14, 2021. On March 1, 2021 the Governor announced a deal with the Legislature had been reached regarding the in-person instruction grants, and on March 5, 2021, Assembly Bill (AB) 86 was signed into law. Together with the CDPH guidance, AB 86 provides not only the framework to implement in-person instruction, but the funding necessary to safely reopen schools.

In order to receive the In-Person Instruction Grants provided by AB 86, the district must offer the in-person instruction in accordance with the provisions of AB 86 by April 1, 2021. In addition, the district must also revise its current COVID-19 Safety Plan (CSP) which was originally prepared in accordance with the Safe Schools for All plan. The CSP consists of two parts: (1) the Cal/OSHA COVID-19 Prevention Program (CPP) and (2) the COVID-19 School Guidance Checklist. The CSP takes into account guidance and regulations provided by CDPH, the Riverside County Public Health (RCPH) Department and Cal/OSHA, and may be adjusted as conditions and/or guidance changes.

The Perris Union High School District plans to offer in-person instruction in accordance with the guidance from CDPH and the provisions of AB 86, and based upon the following criteria and in conjunction with this COVID-19 Safety Plan (CSP):
1. In-person specialized cohorts will continue to be offered, with an increasing number of cohorts available throughout March 2021, reaching the maximum practical capacity beginning on April 12, 2021 after the conclusion of Spring Break. These cohorts will be prioritized to pupil groups as required.
2. If Riverside County reaches the red tier on or before April 6, 2021, in-person instruction will be offered to all students in grade 12, through a one day per week hybrid model, beginning on April 12, 2021, after the conclusion of Spring Break. If the red tier is not reached by this time, grade 12 in-person instruction will be offered on the Monday following the Riverside County red tier designation. However, if the red tier is not reached by May 15, 2021, full grade level in-person instruction will not be offered and the District will continue with in-person specialized cohorts only.
3. Students qualifying for specialized cohorts or full grade level in-person instruction will not be required to participate if they prefer to continue with full Distance Learning.
Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees approve the Revision of the Perris Union High School District COVID-19 Safety Plan.
