Summary: The Earth Networks Program is the largest weather and climate sensor network that combines professional-grade weather stations for K-12 schools and universities to provide critical severe weather warnings. Each station records more than 25 weather variables and updates every few seconds, allowing live, hyper-local weather information. While Perris Union High School District (PUHSD) has used the Earth Network system for years, revised requirements in CIF Bylaw 503k necessitate an upgrade to the machines currently used. Specifically, the upgraded machines will allow the capability to read Wet Bulb Globe Temperature as required by 503K. This will allow our Administrators, Athletic Directors, and Coaches to receive automatic notifications when weather conditions might impact athletic activity. In addition, installing the upgraded machines will allow the district to respond to new heat requirements for Physical Education, which will be developed and implemented by the California Department of Education by July 1, 2026. The upgraded weather station units & equipment, lightning sensors, and installation will be a one-time cost of $24,999, enabling all sites across the Perris Union High School District to be part of a network of over 8,000 weather stations nationwide. The Preventative Maintenance package is a five (5) year service with an annual cost of $4,375. It is used for weather notifications for site-based staff and students and off-site athletic and academic events. The total service cost for this package is $21,875 for the five (5) years, for a total contract cost of $46,874 (upgraded equipment & installation and Preventative Maintenance package). The District and the California Military Institute (CMI) will split the cost. The total cost for the District will be $37,499. The total cost for CMI will be $9,375, billed as a direct cost to CMI per the Memorandum of Understanding between the PUHSD and CMI.
Funding: The cost for this item is included in the 2024-25, 2025-26, 2026-27, 2027-28, and 2028-29 operating budgets funded through Safety Credits Fund, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Multi-Year Agreement with Earth Networks for weather station upgrade and lightning sensor installation at various sites.
