Summary: As part of the Heritage High School Pool Project, the Facilities Department has worked with the Project Development Team to develop and implement a Stormwater Pollution Prevention Plan (SWPPP) that will be registered with the Environmental Protection Agency’s (EPA) State Water Resources Control Board, as required by the California Clean Water Act (CWA). This plan requires a consultant to monitor, report, implement, and file online reports related to the general permit that is issued to the project’s SWPPP. The District would like to extend the contract to Everest Environmental, Inc. (Everest) for these services. Everest will provide monthly Qualified SWPPP Practitioner (QSP) inspections and review of the on-site stormwater compliance inspection and monitoring documentation completed by site QSP designee. The QSP will note the inspector’s observations and opinions regarding the District’s compliance with the California General Construction Permit which mandates weekly inspections, pre-storm, a 24-hour interval during-storm and post-storm inspections. Everest will also develop and submit the required annual reports necessary for the SWPPP as well as the required Notice of Termination at the end of the project. This proposal includes twelve (12) months of inspections beginning in May 2021 through May 2022. The services are being provided at a cost of $17,110.00.
Funding: The cost for this item is included in the 2020-21 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement with Everest Environmental, Incorporated for services related to the Storm Water Pollution Prevention Plan for the Heritage High School Pool Project.
