Summary: The Perris Union High School District (PUHSD) would like to continue the services of Hemet Unified School District (HUSD) for the purpose of providing comprehensive student bus transportation. Hemet Transportation has been providing transportation services that have effectively served the economic and service needs of PUHSD families since 2008. The current 5-year Agreement expires on June 30, 2023, and renewing this Agreement will enable the continued collaboration on student transportation with a coordinated regional approach. The proposed Agreement will cover the 5-year term of July 1, 2023, through June 30, 2028, with the option to terminate at the end of any fiscal year by providing notification by December 31st of any fiscal year. For 2023-24, the base contract amount, reflective of the home-to-school and special education curbside transportation services, is $4,032,546. The 2023-24 rate for athletic and activity trips will be $95 per hour and the rate for after-school late buses will be $204 per bus, per day. Beginning with 2024-25, the Agreement reflects a 3% annual cost increase. The Agreement also includes the provision for PUHSD to add 5 new Transit Type 1 buses (regular-size school bus) during the first year of the agreement. The purchase of additional buses is a necessity as the majority of the district’s current fleet is now 15 years old and newer buses need to be added for ongoing maintenance and upkeep of the fleet. PUHSD desires to own its own buses as this keeps the cost of transportation services lower than otherwise possible. Specifically, if the purchase of new buses were not included, the annual increase would have instead been 7%. Government Code Section 6500 allows public agencies to jointly exercise any power common to them by agreement without having to form a separate Joint Powers Agency.
Funding: The cost for this item will be included in the 2023-24 budget and multi-year projections, funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement for student transportation services between Hemet Unified School District and Perris Union High School District.
