Summary: The District has obtained proposals for security guard services for the PUHSD Maintenance and Operations Facility (M&O Yard) located at 300 W Metz Road. Guard services are currently being provided by an alternate vendor, and one who is unable to provide consistent or ​longer-term service. Security services are needed due to multiple instances of break-ins and theft over the last several months. These thefts have targeted the facility and have resulted in the theft of equipment as well as multiple catalytic converters stolen from M&O vehicles as well as Hemet Transportation buses. These thefts have impacted M&O’s ability to provide services to our District as we have had to work without adequate levels of equipment as well as a lack of functioning vehicles while they are being repaired from the catalytic converter thefts. District staff has contacted multiple security guard providers for proposals​. It has determined that the proposal submitted by Securitas Security Services USA, Inc. provides the best options for guard services at the M&O yard. Guard services will be provided by Securitas between the hours of 6 pm to 6 am daily, Monday - Friday​, and 24 hr watch Friday evening through Monday morning. The cost for these services is $27.79 per hour and will be split evenly between PUHSD and Hemet Transportation.

The cost for services for May and June of the 2021-22 school year is an estimated amount of $6,750.

The term for this Agreement will be set for three (3) years from May 19, 2022 through May 18, 2025 to utilize services on an as needed basis. Should the District no longer require the services, the District has the option to terminate the contract at any time without cause or penalty during the term of the contract.
Funding: The cost for this item will be included in the 2021-22 and 2022-23 operating budgets funded through Various COVID Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Multi-Year Agreement with Securitas Security Services USA, Incorporated for Security Guard services.
