14.19 BUSINESS: Reappoint Designated Members and Appoint a New Member to the Perris Union High School District Citizens’ Oversight Committee (Measure T and Measure W Bond Election)

Voters within the Perris Union High School District (“District”) approved the Measure T bond authorization on November 6, 2012, and the Measure W bond authorization on November 6, 2018. Both Measure T and Measure W were Proposition 39 elections and required the District to form a Citizens’ Oversight Committee (“COC”). Resolution No. 18:18-19, adopted by the Board of Trustees of the District (“Board”) on February 20, 2019, provided for a single oversight committee (“Committee”) to be charged with performing the required oversight with respect to both Measure T and the District’s Measure W authorization.
The Committee is made up of seven members with the following criteria established by Proposition 39: one member shall be the parent or guardian of a child enrolled in the District; one member shall be both a parent or guardian of a child enrolled in the District and active in a parent-teacher organization, such as the P.T.A. or a school site council; one member active in a business organization representing the business community located in the District; one member active in a senior citizens’ organization; one member active in a bona-fide taxpayers association; and two members of the community at-large. Members are appointed for a term of three years, without compensation, and for no more than three consecutive terms.
On June 1, 2019 the following members were approved by the Board of Trustees for their first three year term on the Committee: Marilee Menez, parent or guardian of a child enrolled in the District; Samantha Robles, parent or guardian of a child enrolled in the District and active in a parent-teacher organization; George Mills, active in a business organization; Robert McKinney, active in a senior citizens’ organization; Joshua Naggar, active in a bona-fide taxpayers association; Eric Kroencke, at-large member; and Sheila Curtis, at-large member.
On May 18, 2022, six of these same members were reappointed by the Board of Trustees to serve their second three-year term on the Committee. At this same time, William Hulstrom was appointed to replace Robert McKinney, who unfortunately had passed away. Now that this three-year term is expiring, it is recommended that the Board of Trustees reappoint six of the seven members who have indicated their willingness to continue serving: Marilee Menez, Samantha Robles, George Mills, Joshua Naggar, and Sheila Curtis. These members would serve their third and final three (3) year term through May 31, 2028.
Unfortunately, Eric Kroencke is no longer able to continue on the Committee. As a result, in accordance with the Board approved bylaws, the District advertised for this open position. One community member applied, and as a result, it is recommended that the Board of Trustees appoint Anthony Fielding to the Committee for a three year term beginning on June 1, 2025 and ending May 31, 2028. Anthony Fielding would fill Eric Kroencke’s position, at-large member.
