Summary: For school districts that elect members of their governing boards by trustee area, like the Perris Union High School District, the 2020 Census brings new obligations and processes to follow in advance of the 2022 elections. These school districts are required to review the population balance within their trustee voting areas following the release of each decennial Census. Specifically, Section 5019.5 of the Education Code requires school districts with trustee area elections to review and adjust the boundaries of any or all trustee areas of the District to ensure that each trustee area is roughly equal in total population to the other trustee areas. This process is called redistricting.

As officially established by the 2020 Census, the District's total population counted 204,358 people living within PUHSD boundaries. Each trustee area should ideally have one-fifth of that total population, or 40,872. Any deviation in the redistricting plan must not exceed 10% of the ideal population size for each trustee area. A plan's deviation is measured by taking the difference between the least and most populous districts and dividing that number by the ideal district size. For PUHSD, this means that the difference between the least and most populous trustee areas should not exceed 4,087 (10% of the ideal size). Thus, trustee areas could range from 38,829 to 42,915 and still be within the 10% deviation.

At the November 17, 2021 meeting of the Board of Trustees, Candace Reines, Deputy Superintendent of Business Services, provided a presentation to the Board of Trustees with additional background information as well as an analysis of the 2010 and 2020 Census data. She also presented a proposed approach to redistricting, including possible new trustee areas for consideration. The proposed trustee areas adjusted the current boundaries to range from a population size of 40,245 to 41,526 or 19.72% to 20.35% of the total population. This option represented the closest each trustee area could be to 20% or one-fifth of the total population by taking into consideration city and community boundaries and is in compliance with the California and Federal Voting Rights Act requirements.

At the December 15, 2021 meeting of the Board of Trustees, the Board approved the proposed trustee area map as presented. However, on December 21, 2021, the District's demographer, GeoSpective Technologies, let the District know of two (2) minor errors in the map and data they prepared. The first was an error in the way the boundary was depicted between Trustee Areas 1 and 2, where the southern portion of Trustee Area 2 meets the 215 freeway. This was only drawn incorrectly and did not impact the population data. The second error was that a census block of 307 people was left out of Trustee Area 4. This does change the overall population for Trustee Area 4 as well as the percentage breakdown for all Trustee Areas. A revised map, data summary, and corresponding resolution is attached for consideration and approval of the Board.

Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 14:21-22 - Resolution of the Board of Trustees of the Perris Union High School District Approving and Adopting an Adjusted Trustee Area Plan Following the Release of the 2020 Census Data.
