At its study session on August 21, 2023, the Board of Trustees determined it would like to study the feasibility of a local general obligation bond measure. This includes retaining a feasibility consultant, TeamCivX, as presented in the previous agenda item, as well as a bond opinion research specialist to conduct polling on behalf of the District. Timothy McLarney, Ph.D., President of True North Research, Inc., would perform this work in conjunction with the District and TeamCivX. True North will be responsible for developing a survey of likely voters based on the District's needs and priorities to identify whether a potential bond is feasible and, if yes, how best to align the bond with community priorities. The main component of the feasibility assessment is a statistically reliable survey of voters. True North will also process and disaggregate the data as requested by the District, prepare an initial topline report that presents the overall findings of the survey, and prepare a thorough report on the findings, including a detailed question-by-question analysis, description of the methodology, an executive summary of the key findings and conclusions/recommendations, as well as a comprehensive set of cross-tabulations showing how the answers varied by subgroups of voters. The cost for these opinion research services will be $29,850. |
