Administrative Regulation 5113: Absences and Excuses has been updated by the California School Board Association to reflect NEW LAW (SB 955, 2022), which includes, as another type of required excused absence, the absence of a middle school or high school student for the purpose of participating in a civic or political event, as defined, provided that the student notifies the school ahead of the absence, and NEW LAW (AB 181, 2022) which no longer requires the State Board of Education to update its illness verification regulations as necessary to account for including, as a personal illness excused absence, a student's absence for the benefit of the student's mental or behavioral health. The regulation has also been updated to clarify that absences for participation in religious exercise or to receive moral and religious instruction are excused, but that in order for districts to receive average daily attendance funding for such absences, the Governing Board is required to first adopt a resolution permitting an excused absence for such purposes. The Resolution Authorizing Absences for Participation in Religious Exercises or to Receive Moral and Religious Instruction for School Year 2023-24 has been approved by Robert Brough, Assistant Superintendent of Educational Services, and Dr. Casaundra McNair, Director of Diversity, Equity, and Inclusion. |
