On November 22, 2021, the Perris Union High School District and the Perris Secondary Educators Association (PSEA) entered into a Tentative Agreement for the period of July 1, 2021, through June 30, 2024. The Board of Trustees ratified this agreement on January 19, 2022.
For the 2023-24 fiscal year, the agreement included a salary increase of 2%, effective July 1, 2023. However, the agreement also included contingency language stating, “The District and PSEA agree to reopen negotiations on compensation and benefits for 2023-24 if the Department of Finance statutory COLA with any augmentation or deficit as included in the final enacted State Budget is greater than six and one-half percent (6.5%) or if the P-2 districtwide average daily attendance (ADA) exceeds ninety-five and one-half percent (95.5%) of the 2023-24 CALPADS enrollment”. The statutory COLA for 2023-24 is 8.22%, which triggered contingency language for compensation. As a result, on January 24, 2024, the District and the PSEA entered into a Tentative Agreement that instead provides for an ongoing salary increase of 5%, inclusive of the 2% already received that was effective July 1, 2023.
Pursuant to AB1200, a public school employer must disclose the major provisions of any changes to a collective bargaining agreement, including the costs incurred by the employer for the current and subsequent fiscal years. Given the “me too” language within the California School Employees Association (CSEA) Collective Bargaining Agreement, Article 10.2.1, CSEA will receive the same salary increase of 5%, inclusive of the 2% already received that was effective July 1, 2023. As a result, the costs for CSEA are also included in the AB1200 disclosure documents.
Attached are the required AB1200 public disclosure documents in accordance with California Government Code Section 3547.5, Education Code Section 42142, and the criteria and standards adopted by the State Board of Education. These documents were submitted to the Riverside County Office of Education (RCOE) for review, analysis, and response. |
